沈阳新电脱盐设备制造厂为沈阳市第四变压器厂（有限公司）的下属机构，始建于1961年，是原机械工业部定点生产电力变压器、特种变压器及原油脱盐、脱水、精制电源成套设备的专业厂。1989年，由本厂开发研制的国内第一套原油脱盐电源成套设备在长岭炼油厂现场一次试验成功，获得现场专家的好评并获得国家级奖励，这标志着我国电脱盐设备制造方面零的突破。
